plus other assistants as related to the size of each country and the need arises.
An assistant can take the place of a main planner at high level meetings.
Countries where the population is too small to carry a whole group can do the things that have not been accounted for in the main group descriptions that already exist.
Otherwise, those unaccounted for parts can be grouped together to form a whole new group, which can then be assigned to a country.
Searching for Low Prices
Use the Acquisition Department, whose position in a company structure is shown in the Value Distribution drawing, to double check suppliers and prices, because on the overall scale being talked about here, even the smallest companies could benefit from the opinion of someone that has also spent a lot of time checking markets and prices.
That means that as time goes by, employees that are considered qualified and want the job can go to the acquisition department, which is a company or cooperation internal job change.
Persons inside a company that want to buy components will order them through the acquisition department.
Furthermore, the acquisition department can do the communication with sales companies that only give out prices to individual companies with whom they have personal contact.
After placing an order, constructors, designers and developers would then be able to concentrate on the details of their work, rather than be occupied with negotiating prices with other companies.
If someone in the acquisition department makes an alternative recommendation, they send that recommendation back to the owner of the original order for confirmation or refusal for given reasons.
Example: They may have bought two different samples of the same product and seen during tests that one is better than the other.

Example For Railway Construction:
Those countries that already have a railway system used mostly unqualified employees to do the actual building on the ground.
Judging by the numbers being banded about, it would be possible to pay an African 5 times their minimum wage per month and still be 20 to 30 times cheaper than using foreign workers that come from outside Africa, even if they have more heavy equipment.
A humanitarian way of employing Africans to build their own railway would be to have them work a 20 day month on the line away from home, wherever the rail link goes.
They would then have 10 days free in order to keep families in tact.
Some may choose to go home less often than others and save some of those days.
If the pay is 5 times the minimum wage, they might agree to receiving 20% of that amount each month and the rest as an accumulative amount at the end of each year or the contract period.
By showing persons how to save and economize, while still looking towards the well being of the family, a further path would then be open for initializing the African economy.
With up to 10 days a month of free time + 42 days of actual holiday available, schooling for the time when there is no railway work could also be put on offer.
Employees giving up one day per week and or a couple of evenings in order to attend further education is also a method of providing a nation wide base for economic growth.
Another way of getting things going to give persons, that want to improve their education, a chance by paying for that education, if they agree to work a certain number of years in the country that is paying for that education.
If the company that they work for is operating in foreign quarter, the profit that those companies and personnel bring home will be enough compensation.
Investing in human resources for humans is not wrong, but on should be mindful of certain things that might happen, if care is not taken to block force labor and ownership of living things that are not animals and plants.
Conclusion:
In order to justify the use of a common currency, there would probably need to be proof of sufficient buying and selling within the group.
Interdependencies such as transit values can also be part of the equation.
Example: In places where there are disputed borders, having a different power supply (SHE) for each side of of the track at a distance of about 10km inside the border of the opposite side, with the owner of each one being from the opposite side, will probably serve to sow Africa together internally, because neither side will want to loose their money making venture for something that may not be very tangible.
That is no different to having a foreign company invest in a country, but with the added advantage that it is not completely random and the locals will feel that they are a part of it and be less inclined to take up worthless old thoughts and practices against it.
